    • Secretary for Constitutional and Mainland Affairs Stephen Lam Sui-lung told legislators yesterday at the first Legislative Council bills committee meeting that the government would propose to the LegCo plugging the ‘loophole’ that enables legislators to resign and trigger by-elections.
    • Lam said legislators are expected to finish the full fours years of work. Resigning in the middle of a legislative term fall short of public expectation. Lam later changed the wording from ‘loophole’ to ‘gap’.
    • Democratic Party legislator Lee Wing-tat said it is the citizen rights protected by the Basic Law. The government effort could challenge the Basic Law.


    • Lam’s argument is not well-founded. Citizen rights should not be challenged.
