    Issue

    • Community Care Fund agreed to give HK$6,000 to each new migrant in need.

    News Content

    • SCMP reports today that under the proposal, the Community Fund will pay out HK$1.5 billion to 237,000 adult new migrants with a household income below 75% of the median household income of the same-size Hong Kong family.
    • Almost all members agreed the income threshold should be adjusted so that more migrants could benefit. But members were divided over what the exact household income ceiling should be. One group said it should be set at 80% while the other think 90% would be reasonable.

    Questions

    • The Society for Community Organization said setting a means test was treating new migrants as second-class residents. And it could be in breach of the Basic Law.
