    • In a 13-page document sent to the legislators, Mr. Jeremy Godfrey, the former head of the government’s information technology unit says Financial Secretary John Tsang Chun-wah and Permanent Secretary for Commerce and Economic Development Elizabeth Tse Man-yee exerted pressure on him to make a HK220 million contract – to implement an internet learning scheme for needy families – go to a company called iProA.
    • Mr. Godfrey also said Tse told him that the political assignment was directed from ‘beyond the financial secretary’.
    • Dr. Elizabeth Quat, who is a member of the government-friendly Democratic Alliance for the Betterment and Progress of Hong Kong, is a founder of the iProA.
    • FS and the Commerce and Economic Development Bureau immediately respectively dismissed his comments as ‘ridiculous’ and ‘misleading’. The CE office has not made any comment.


    • The allegations are so strong that if it is proven true, some senior officials may have to step down.
    • It raises the eyebrows as pubic is concerned if the government has granted favors to governmental-friendly groups.
    • It further undermines the SAR government’s authority and legitimacy.
