    • The Undersecretary for Constitutional and Mainland Affairs Adeline Wong told a Legislative Council committee yesterday that as the Bureau had been busy with work on 2012 electoral reforms in the first half of the year, this year’s legislative amendment proposal for the District Council Ordinance had been submitted to legislators six months later than usual, making the boundaries of more than 400 constituencies likely to be finalized in March or April next year.,
    • It means those who want to contest the District Council elections in November may only have seven to eight month to prepare.


    • The administrative delay is unacceptable. It hinders civic participation.
